Vietnam enforces strict new rules for respectful online behavior in 2024
Vietnam's Ministry of Culture, Sports and Tourism (MoCST) has introduced a new code of conduct for online behaviour. The rules, published in May 2024, set standards for how individuals, organisations, and digital platforms should interact in the digital space. The guidelines aim to promote respect, curb misinformation, and encourage responsible communication.
The code applies to a wide range of participants, including social media users, influencers, internet service providers, and media companies. It stresses the importance of using real names, verifying information before sharing, and avoiding unverified content. Users are also advised to think carefully before posting personal details online.
Respectful discussions are a key focus of the guidelines. The code prohibits offensive language, personal attacks, and behaviour that undermines cultural values. Participants must comply with Vietnamese laws, respect others' rights, and uphold the country's cultural identity. Platforms and service providers have specific responsibilities under the new rules. They are required to detect and prevent fraud, provide tools for reporting fake news, and work with authorities to address violations. Organisations and individuals must take accountability for the information they share and cooperate with regulators when issues arise. Influencers are particularly encouraged to produce content that aligns with cultural and educational values. The code emphasises the role of digital creators in shaping positive online behaviour and ensuring their work follows legal standards.
The code of conduct outlines clear expectations for online interactions in Vietnam. It places responsibility on both users and platforms to maintain respectful, lawful, and culturally aligned digital spaces. As of March 2026, no documented impacts on international platforms like Facebook, TikTok, or YouTube have been reported.
