Uganda's gambling boom hits record stakes as revenues soar to Shs323 billion
Uganda's gambling sector has seen a sharp rise in revenues, according to the latest report from the National Lotteries and Gaming Regulatory Board (NLGRB). Annual collections jumped from Shs17.4 billion in 2015/16 to Shs323 billion in 2024/25, driven by stricter oversight and new monitoring tools.
The NLGRB credits much of the growth to the National Central Electronic Monitoring System, which tracks betting activity and total stakes. This system has given regulators clearer visibility into gambling operations across the country. As a result, non-tax revenue alone surged from Shs1.14 billion in 2019/2020 to Shs8.79 billion in 2024/2025.
Gambling stakes have also climbed steeply, reaching Shs4.3 trillion in 2023/2024 and Shs8.3 trillion in 2024/2025. Projections for 2025/2026 estimate stakes will hit Shs14.1 trillion, with gross gaming revenue expected to reach UGX 410 billion (around $110 million USD). Winnie Nabatanzi, the Board's Executive Director, highlighted these figures as evidence of the sector's rapid expansion.
Despite the financial gains, MPs have raised concerns about illegal gaming machines, particularly in rural areas. They urged the NLGRB to tighten enforcement and ensure responsible gaming practices. The committee also called for stronger protections for vulnerable groups to balance revenue growth with social safeguards.
The NLGRB's report shows a sector in rapid growth, with revenues and stakes rising year on year. Regulators now face the task of maintaining oversight while addressing concerns over illegal operations and responsible gambling. The projected figures for 2025/2026 suggest further expansion, but enforcement and protections will remain key challenges.
