Liverpool's Upper Central to become a pedestrian-first transport hub by 2027

Liverpool's Upper Central to become a pedestrian-first transport hub by 2027

Liverpool City Council is pushing forward with major plans to transform the Upper Central area into a key part of the city's future. The proposals include a new pedestrian super crossing, station upgrades, and a fresh vision for the Lime Street district. A draft Spatial Regeneration Framework (SRF) will soon be presented to the council's cabinet for approval.

The council acquired Central Station shopping centre in 2018 and has since been developing plans to expand and modernise the station. Nearby, public realm improvements for St George's Plateau are also underway. These changes form part of a wider strategy to enhance connectivity and accessibility in the city centre.

A new report will recommend that the cabinet endorses the draft SRF for Upper Central. If approved, this framework will become a Supplementary Planning Document, guiding future development in the area. It will set out design and build standards for projects around key sites like the Adelphi Hotel, Mount Pleasant, and Liverpool John Moores University's Copperas Hill campus.

One of the SRF's main goals is to create a pedestrian-friendly zone. Work on the Superquerung at Ranelagh Place is already in progress, funded by the UK government's Levelling Up Fund, with completion expected by late 2026. Meanwhile, a new pedestrian route from Copperas Hill to Lime Street Station is in its early stages, with full opening planned for 2027. The plans also include upgrades along Renshaw Street to improve walking experiences.

The vision for Upper Central is to turn it into an international gateway for KQ Liverpool—a Mayoral Development Zone that currently employs 7% of the city's workforce. The area is set to become both a major transport hub and a destination in its own right, linking with other projects like the Fabric District and Circus Liverpool.

Once finalised, the SRF will shape how Upper Central develops over the coming years. The council's plans focus on better transport links, improved public spaces, and stronger connections to the Knowledge Quarter. Construction on key projects is already underway, with more changes expected as the framework takes effect.
