KISS-Themed Casino Project Moves Forward Despite Land Sale Uncertainty
A $200 million casino project linked to rock band KISS is still progressing despite recent challenges. The development, named Rock & Brews Casino, will replace the old Margaritaville Casino on Biloxi Back Bay. This week, the property was listed for sale, raising questions about the project's future—but the developer insists it remains on course.
Developer Tom Moore has secured a deal with the landowner, RAM Group, ensuring he holds the first right of refusal if the site sells. This legal agreement helps protect the project's continuity, even as the property enters the market.
The casino plans include a 300-room hotel, over 1,000 slot machines, and 36 gaming tables. A sportsbook will also feature, alongside a 3,000-seat concert hall—nearly twice the size of Biloxi's current largest casino theatre. Despite delays from COVID-19 and land sale complications, Moore maintains the project is advancing. KISS, the band tied to the casino's theme, has not performed since their *End of the Road World Tour* ended in 2022. As of March 2026, no new tour dates or public appearances have been announced.
The Rock & Brews Casino project continues under Moore's leadership, with construction plans still in place. If completed, the venue will significantly expand Biloxi's entertainment and gaming capacity. The developer's agreement with RAM Group ensures the project's stability, regardless of the property's sale status.
