Goa's booming casino industry fuels $192M revenue in five years

Goa's casino industry has expanded steadily in recent years, with 23 active licences now in place. These include 17 land-based casinos and six vessels operating at sea. The sector has also brought in millions for the state, contributing over $192.9 million in revenue across the last five years.

Most of Goa's casino licences were granted before 2021, with 17 of the 23 approved by that time. Since then, the industry has continued to grow under strict oversight. All six offshore casino operators have secured the necessary permits from the Port Captain, ensuring they meet maritime and regulatory standards.

Offshore casinos must follow the Inland Shipping Act 2021 and other safety rules. They are only allowed to anchor in designated zones, while operators must keep compliance records and adhere to environmental guidelines set by the Goa State Pollution Control Board. The financial benefits for the state have been significant. Between April 2021 and February 2026, Goa collected $2.96 million from parking, survey, and registration fees aloneβ€”with parking fees accounting for over $2.89 million of that total. Additionally, marine casino operation fees brought in an extra $3.6 million between the 2023-2024 financial year and the current one.

The casino sector remains a key part of Goa's economy, providing steady revenue while operating under tight regulations. With ongoing compliance checks and strict licensing, the industry shows no signs of slowing down. The state continues to benefit from its controlled expansion.
