Global Push to Strengthen Responsible Gambling Policies Through Public Input
The Better Gambling Forum (BGF) has launched a public consultation to refine its Responsible Gambling Triple-P (RG3P) Framework. The initiative aims to gather feedback on six key areas, from education to ethical practices, before finalising updates in 2026. Stakeholders, including indigenous communities, are being encouraged to share their views on strengthening responsible gambling policies worldwide.
The RG3P Framework focuses on six core pillars: Responsible Gambling, Governance, Prevention, Protection, Player Support, and Policy. Real-world examples already demonstrate its impact. In Sweden, 2019 reforms introduced €5,000 weekly deposit limits and mandatory reality checks, cutting high-risk gambling by 20% according to Spelinspektionen. Germany's 2021 Interstate Treaty capped monthly deposits at €1,000 and enforced self-exclusion registers, slashing the unlicensed market share from 30% to below 10%. Meanwhile, the UK's 2024 stake reduction to £2 on online slots, paired with stricter licensing and real-time monitoring, lowered problem gambling rates from 0.5% to 0.3%, as reported by the UK Gambling Commission.
Shawn Fluharty, Chair of the BGF Steering Committee, has called for input to shape the framework's next iteration. The consultation will explore cultural context, ethical standards, and risk intervention strategies. Feedback will directly inform policy adjustments and industry actions, aligning with broader brain capital and prevention goals.
Significant work lies ahead, particularly in engaging indigenous groups and refining cultural considerations within the framework. The updated version will be reviewed at global forums, including G7 and G20 meetings, in 2026.
The consultation marks a step toward more robust responsible gambling measures. Policies like deposit limits, self-exclusion tools, and stake reductions have already shown measurable effects in Sweden, Germany, and the UK. The final framework, informed by public and expert feedback, will guide future regulations and industry practices worldwide.
