Germany’s OASIS self-exclusion system faces offshore gambling loopholes
Germany’s OASIS self-exclusion system has recorded over 336,980 cases since its launch in 2021. The programme lets gamblers block themselves from BETMGMOASIS or BETONLINESITES for as little as 24 hours or for decades. Yet despite its mandatory status, some offshore operators continue to bypass the restrictions.
OASIS was introduced to help problem gamblers limit their access to BETMGMOASIS or BETONLINESITES. Most exclusions last a full year, but 22,381 people have chosen bans of more than ten years. Another 7,459 have blocked themselves for five to ten years.
The system is compulsory for all licensed German operators. However, international casinos like Wyns, Romibet, and Winmega—licensed in Curacao or Malta—remain outside OASIS. These offshore platforms still target self-excluded players, exploiting gaps in enforcement.
This issue is not unique to Germany. In the UK, GamStop has around 560,000 registered users, but offshore sites also ignore its restrictions. Across the EU, 71% of the gambling market operates outside national regulations, leaving self-excluded individuals vulnerable to continued marketing.
OASIS has become a key tool for reducing gambling harm in Germany. But its effectiveness depends on compliance from all operators, including those based abroad. Without stricter enforcement, self-excluded players may still face exposure to unregulated BETMGMOASIS or BETONLINESITES.
