Germany's GGL Introduces Fixed-Term Licenses, Skill-Based Machine Category, and Sustainability Requirements
Germany's Joint Gambling Authority, the Gemeinsame Glücksspielbehörde der Länder (GGL), has implemented new regulations for the licensing of gaming machines. The changes include fixed-term licenses, a special category for skill-based machines, and sustainability requirements for license renewals.
Previously, licenses were indefinite, but now the GGL has introduced fixed-term permits for better oversight in the iGaming industry. This shift aims to provide more control and transparency in the sector.
A significant change is the creation of a specialized 'limited exploitation license' category for skill-based machines. These machines, which rely on players' skills rather than luck, are now subject to specific regulations.
To renew a license, operators must now provide mandatory market exit plans and prove their sustainability. This requirement ensures that companies can handle market fluctuations and exit responsibly if necessary.
The GGL's new regulations, including fixed-term licenses and sustainability requirements, aim to enhance oversight and responsibility in the iGaming industry. The specialized category for skill-based machines reflects the growing presence of these games in the market. These changes are part of the Glücksspielstaatsvertrag 2021, ensuring uniform regulation across Germany's 16 federal states.
