Housing and utilities debt has reached 28 billion rubles, covering only 55% of the total need.

Budget cuts are also impacting the Ministry of Education and Science, with reductions totaling 26,348,362.8 thousand rubles planned for 2026 and 2027. Elena Golomareva, committee chair, has expressed concern about budget cuts for housing, communal services, and heating in northern districts. Furthermore, the 'State Support for the Delivery of Food Goods' program may face funding decreases, potentially affecting Arctic residents' access to food.
