Dutch regulator slaps record €25M fine on illegal gambling operators
The Dutch gambling authority, KSA, has handed out its largest fine yet to Novatech, the operator behind Qbet.com and 55Bet.com. The company faces a penalty of nearly 25 million euros for running illegal online gambling services in the Netherlands. Another operator, Fortaprime, has also been fined for similar violations.
These actions come as the Netherlands tightens rules around online betting, including stricter age checks and advertising limits.
Legal online gambling launched in the Netherlands in 2021, with 27 licensed operators managing 37 different brands. Despite this, illegal platforms continue to attract a significant share of the market. Nearly 53% of all online gambling spending in the country goes to unlicensed sites, though 94% of players still use regulated services.
Novatech's fine—close to 25 million euros—stems from multiple breaches. Their websites allowed Dutch users to gamble without proper age verification. The platforms also accepted cryptocurrencies and anonymous payments, both linked to money laundering risks. The KSA highlighted the ease of access and lack of safeguards as key reasons for the severe penalty. Fortaprime, another operator, was fined nearly 1.8 million euros for running several unlicensed sites targeting Dutch gamblers. Like Novatech, these platforms bypassed age checks and used untraceable payment methods. The Dutch government has recently strengthened gambling laws. Changes include raising the minimum age for high-risk betting to 21, setting individual wagering limits, and restricting advertising. A self-exclusion programme for addicted players has also been introduced. Despite these measures, a small number of illegal operators still dominate much of the unregulated market.
The KSA's fines signal a crackdown on unlicensed gambling in the Netherlands. Novatech and Fortaprime now face significant financial penalties for their violations. Meanwhile, stricter regulations aim to reduce illegal activity and protect vulnerable players from harm.
